ROBERT M. ULSHAFER, Philadelphia’s new fire commissioner, has a career in the fire service that spans 29 years. He has 15 years command experience as a chief fire officer. His past staff officer assignments include deputy commissioner for operations, chief of administration, chief of prevention, and chief of investigation. He had been a chief officer with suppression responsibilities for half of the city.
Ulshafer, who was appointed fire commissioner on September 22, 1988, replaces WILLIAM C. RICHMOND.
