Chief THOMAS HARMER of the Titusville (FL) Fire and Emergency Services was named 1999 Fire Chief of the Year by the Florida Fire Chiefs` Association. Now acting Titusville city manager, Harmer coordinated response to the El Nino-related flooding, provided guidance in response to tornadoes in Osceola and Seminole counties, and organized the response of 1,500 in-state and 500 EMAC firefighters to Firestorm `98.
