DAWN ZURCHER of the Payson (AZ) Fire Department has been named the 1998 United Firefighter of the Year by United Fire of Tucson, Arizona, a fire equipment distributor. Zurcher, a member of the department since 1995 and a paramedic since 1993, implemented a critical incident stress debriefing (CISD) program in her department, a formal school program to teach students positive behaviors in fire safety and injury prevention, and a program to fund and install smoke detectors in area homes.
