Emmitsburg, MD – Eight senior fire officials have been awarded fellowships to attend Harvard University’s annual Senior Executives in State & Local Government Program at the John F. Kennedy School of Government. The 19-day program includes other State and local Government leaders from across the country, and focuses on exploring the interrelationships between citizens and government, analyzing policy options, and examining the ethical and professional responsibilities of leadership.
Tuition costs are being provided by the International Association of Fire Chiefs (IAFC), the International Fire Service Training Association (IFSTA), the National Fire Protection Association (NFPA), and the Federal Emergency Management Agency (FEMA). Each organization funds two fellows. The competitive selection process was administered by FEMA and the U.S. Fire Administration/National Fire Academy.
The 2003 Fellowships awardees are:

- Fire Chief Robert W. Farstad, Schenectady Fire Department, Schenectady New York.
- Fire Chief Al Gillespie, Augusta Fire/Rescue, Augusta Georgia.
- Fire Chief Jack McArthur, Snohomish County Fire District #1, Everett Washington.
- Deputy Chief Greg H. Neely, Broken Arrow Fire Department, Broken Arrow Oklahoma.
- Fire Chief Robert Ojeda, San Antonio Fire Department, San Antonio Texas.
- Fire Chief Bob Roper, Ventura County Fire Department, Camarillo California.
- Fire Chief Adolf Zubia, Las Cruces Fire & Emergency Services, Las Cruces New Mexico.
