Layoffs were ready to move ahead at the Flint (MI) Fire Department after crews’ five-fire day. Firefighters battled a series of early-morning fires Thursday at vacant homes and an apartment building. One firefighter suffered burns and another was hurt in a ceiling collapse. Barring a last-minute agreement with unions, the struggling city expected to lay off 23 of 88 firefighters and 46 of 150 police officers.
