Appointed in 2010, Garrison announced in 2013 that he was stepping down to return to Phoenix and help care for his ailing grandson, but ultimately ended up staying on with the department. On May 31, 2013, the Houston Fire Department suffered its worst lost of life when a fire at the Southwest Inn killed four firefighters and injured 15 others.
