A federal judge is criticizing New York City for failing to adopt a nondiscriminatory entrance exam for the Fire Department of New York (FDNY), news reports indicate. The same judge, Nicholas Garaufis, shot down the city’s 2007 entrance exam, claiming it discriminated against minorities, and ruled that the city could hire new recruits based on one of his five recommendations–all of which the city rejected, calling them based on fulfilling racial quotas.
