This position is ideal for an expert in fire programs. This position starts at a salary of $89,033.00 (GS-13). EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.
Relocation expenses are not authorized for this position.

DUTIES:
In this position, you will become a member of the Emergency Response Support Branch. Typical assignments for this National Preparedness and Exercise program include:
- Developing position papers and budget issues on a variety of topics;
- Preparing requests for proposals and evaluates unsolicited proposals;
- Determining the content and design of specific programs and project goals;
- Identifying research needs, criteria standards, guidelines and requirements for research;
- Conducting and/or attending conferences and meetings with representatives of public interest groups;
- Providing sound advice to professional educators/course developers.
QUALIFICATIONS REQUIRED:
You qualify for this position at the GS-13 level if you possess: One full year of specialized experience. Specialized experience is described as experience in a position assisting with a variety of fire program planning implementation, and monitoring activities.
Time-in-Grade Requirements for Federal employees: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 calendar days of the closing date of this announcement.

- Knowledge of program administration procedures and principles in order to analyze, plan, implement, and develop programs for National Response Framework (NRF), National Incident Management System (NIMS), Incident Command System (ICS), and National Preparedness Levels (NPL).
- Knowledge of program issues surrounding Homeland Security Exercise and Evaluation Program (HSEEP) and Exercise and Evaluation Guides (EEG) administration at the federal, state, tribal, or metropolitan levels; establishing foundation, design & development, conduct, evaluation, and improvement planning of multi-agency/jurisdiction discussion-and operations-based exercises.
- Knowledge of analytical application and evaluative methods and techniques to issues or practices concerning the efficiency and effectiveness of single or multiple jurisdiction exercises, conducting briefings to participants, and documenting results in the Exercise Improvement Plan.
