Election Endorses Clarksburg Water Board
At an election held in Clarksburg, W. Va., on April 17, S. Frank Milstead. president of the water board was reelected for a term of six years by a substantial majority. This event shows the approval of the citizens of the administration of the water board, of which Scotland G. Highland is secretary and general superintendent.
The Clarksburg water board is a publicly-owned institution which is by special act of the legislature entirely separate and distinct from the general city government. The board is composed of three members, each elected for a term of six years. All three members are friendly to the present officers of the board, and the reelection of Mr. Milstead assures the continuance of the present management.
Mr. Highland is well known among water works superintendents, is a member of the American Water Works Association and has served on several of its committees. He is on the program for a paper at the Detroit annual convention of the association, on “Collection and Daily Publication of Meteorological Data by the Water Department.” Mr. Highland is a contributor to the columns of FIRE AND WATER ENGINEERING. _
