Expenses of Delegates to Fire Conventions

At the recent meeting of the Michigan State Firemen’s Association at Kalamazoo, a paper on the following topic was read by Thomas Scott, of Manistee: “What is the best method to provide for expenses of members attending the State and International meetings of Firemen in Municipalities where local authorities will not pay for same?” He said: “I have always had the opinion that each municipality should stand the expense of sending one or more delegates to noth State and International conventions. I think that each town or city ought to be progressive enough to defray ibis small expense. If they are not interested enough to advance their local conditions for their own benefit. I see no reason why delegates should go down in their wn pockets for the expenses, unless the delegate goes to a convention with the intent of using the knowledge obtained on some other position outside of his town or city. A very good method followed by many places in Michigan is to appropriate each year a certain amount of money for conventions, this fund is used for only that purpose, and no question is raised as to sending a delegation as the money is provided, and the chief and nossibly one or two other members of the department can go, but they must stay inside of the amoun: appropriated for the certain convention they attend. In municipalities wherauthorities are backward in regard to providing expense money, I think it would be a good plan for the fire department of that town or city to get up entertainments of some kind, the proceeds to he set aside for the delegates who attend the conventions. If they raise over the amount to be used, set it aside for future conventions. In this way you will have your interest money, and always enough on hand to send delegates to con ventions. In conclusion, I say. insist that your authorities provide or appropriate moneys for convention purposes. See that the money is provided for each yanr in advance of the dates of your conventions.”
