The Troy, N. Y. Budget, of October 23 has the following commatory words:

The FIRE AND WATER of New York, a paper published in the interest of the fire and water works departments of the country, issued a souvenir edition for the current week in honor of th twenty-sixth annual convention of the International Association of Fire Engineers, which was held at St. Louis, Mo., las week. It contained excellent half-tone portraits of the officers of the association and many of the prominent members. A feature was a page composite picture of the entire fire department of St. Louis. It contained about 500 pictures, and although small, each face was distinct. It was a fine piece f work.
