In the communication it was set out that the unknown donors would give one truck if the city purchases a third or that in the event of the city buying both fire-fighting machines that the sum of $4,000 would be contributed toward the purchase price of one of the cars. In referring to the proposal, the Muscatine “Journal” said: “Those who are making the donation toward the fire-fighting apparatus fund have been prompted to take the step through a realization of the economy as well as the other advantages of the motor trucks. Under the new Iowa insurance laws. Iowa cities are classified according to their fire protection and the lowest rating is given cities with the volunteer organizations. It has been estimated that to motorize the local department will bring a reduction of 50 cents per thousand in insurance rates, while if it would become necessary to later make an additional mill levy for the fire fund the additional cost would be but 10 cents a thousand, as compared with fifty cents saved.”
