Senator Velte, of Brooklyn, has introduced in the Legislature a hill amending the Greater New York charter (section 727 and new section 813) by establishing a Salvage Bureau in the Fire Department, to be in charge of an official appointed by the fire commissioner and known as the chief of the Salvage Bureau. Under the direction of the fire commissioner, the bureau is to have charge of the necessary and incidental protection of properly in connection with and after fires The bill also provides for an additional tax on fire insurance companies insuring property in New York City. The amount of the tax is to equal $1 on each $100 of premiums received by the insurers on property with the city; and the tax is to be paid to the fire commissioner for the use of the fire department. Underwriters must furnish the commissioner satisfactory security for the payment of the tax. Forfeiture of these securities and other penalties are provided for violations.
