SAN FRANCISCO WATER FRANCHISE FORFEITED.
On February 28 at a stormy meeting the local board of supervisors declared forfeited to the city and county of San Francisco the franchises and works of the Spring Valley Water company, upon which the company places a value of $54,000.000. The action was taken by the board under a State law which the company is accused of having violated, in that it charged 1902 rates in 1906. If no compromise is arrived at. litigation is certain to ensue.
