Status of Hartford, Conn., Employees

At a meeting of the Hartford, Conn., Water Commissioners, a communication was received pointing out that an ordinance of the common council, which was passed over the veto of the mayor recently, and which provides that no one shall be employed by the city or engage in any work for the city who has not been a resident of Hartford for at least six months, affects the water department, inasmuch as it has men employed on construction and maintenance of the water works in West Hartford and the additional water supply now under construction who must be resident at the works, and who must, therefore, be residents of these towns. As the charter provides that the common council has the right to prescribe the duties of the water board in matters not prescribed by the charter of the board, this affects the right of the board to hire such men. It was voted to draw up a petition to the common council asking that the ordinance be suspended insofar as it applies to employees of the department connected with the construction and maintenance of water works in Bloomfield, Avon, West Hartford and Farmington, or in connection with the added supply for the city.
