The Haverhill Department

A bill to reorganize the Haverhill Department has been brought up before the Massachusetts Legislature. It provides for the reorganization of the department, under a chief and two deputies, with a new board of engineers. The chief is given more power than previously. Both of the deputies are to be elected from the permanent force of the department. The chief and both of his deputies are to be elected at the first regular or special meeting of the Municipal Council after the passage of the act. The board of engineers is given authority to elect the members of the companies, name the officers and to hold supervison over them. The Municipal Council retains its authority to purchase property or apparatus and to fix compensation of persons connected with the department. It also retains its authority to purchase property or apparatus and to fix compensation of persons connected with the department. It also retains to itself authority to approve rules and regulations of the department as fixed by the engineers.
