The report said that Chief Brian Rathbone, Deputy Chief Brian McDermott, Capt. Mike Walker, and Firefighter Wesley Mann were among the first to arrive. They saw the heads of the victims just above water level, about 30 feet from shore. Rescuers tossed them a ring buoy attached to a length of rope, and Rathbone then put on a life vest and walked onto the frozen river. He assisted the teens as they tried to grasp the buoy even after Rathbone also fell through the ice himself.
